Over time, basements for many people become places to store clutter. Yet, these spaces hold much more potential. However, many renovations require a permit.
Most basements are dark, dusty, and filled with old stuff and clutter. However, basements can also be used to expand living space, such as for a home office, hobby room, or similar purposes. But if you convert the storage area into living space, a few things need to be considered. The Association of Private Builders (VPB) points out that a building permit often needs to be obtained.
Obtain a Building Permit for Repurposing
Especially when a simple storage area is to become a separate apartment, experts refer to this as a change of use. This change must generally be approved by the relevant authorities.
The state building codes are key here. They specify the requirements the new living spaces must meet–such as minimum room height. Aspects like sufficient light and air are also essential. Additionally, fire protection regulations and the energy-saving ordinance must not be overlooked in the planning.
Before planning begins, the VPB advises checking with the local building authority to see if the so-called change of use is even possible for the building.

Funding Opportunities for the Basement as Living Space
Once the necessary permits are obtained, BHW Bausparkasse recommends seeking professional advice and cost estimates before starting the project to be on the safe side. To convert a basement into living space, it must be dry. According to BHW, sealing, insulation, and renovation work can cost between 15,000 and 30,000 euros.

In addition to creating new living space, well-executed insulation can also reduce the energy consumption of the entire house, according to BHW. Such renovation measures are also supported by the KfW, provided the funding is applied for before the renovation and carried out by a professional company. If the work has already begun before the application, the costs can still be deducted from taxes starting from the year of completion. According to BHW, the tax office recognizes up to 20 percent.
